However, agricultural competitiveness is only possible if there is sufficient land available, which is due to many factors, starting with the ability to attract and rationally use technical means and production assets. At the same time, the implementation of forestry, agro-technical, hydromelioration, and land protection measures developed for the territories of former collective agricultural enterprises proved impossible in the new land use conditions. All this affected the state of the land, in particular, contributed to the deepening and intensification of negative processes. The article examines the provisions of land legislation, the implementation of which has led to the existing structure of agricultural land holdings and land uses, their spatial and qualitative characteristics. The main measures designed to optimize the size of land plots failed to become universal in the context of private land ownership and do not meet the goals of land consolidation. The author analyzes draft laws aimed at regulating land consolidation in accordance with FAO recommendations, in particular, the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security.
