It is proposed to supplement the typology of financial flows of the insurance market with the category "insurance flows". The proposal is based on the fact that there are practically two streams in the medical insurance of Ukrainian students studying abroad. There are two directions of movement of funds: payment of insurance policies by the insured and payment of insurance funds in an insured event by the insurer. For each of these two flows, we suggest reducing the name of the insurance flows. The argumentation of the cost of education criterion, in other words, the initial cash (financial) flow from the family of consumers of the educational service, when choosing a university for studying in innovation-oriented specialties, is presented. An indicator of the ratio of annual expenses of students during the study period to average annual wages is proposed, which allows different categories of interested persons to determine the real level of expenses. Such an indicator will allow applicants to orient themselves not only by the absolute amount of annual expenses, but also by comparison of expenses with possible amounts of income. For heads of universities, the proposed indicator can allow comparisons to be made regarding the competitiveness of their higher education institutions, considering the solvency of consumers of educational services. For business circles and local self-government bodies, this indicator can be useful in assessing the competitiveness of their territories in terms of attracting student youth.
