The first part of the report presents the results of research in the following areas: – analysis of innovative efficiency of Ukraine against the background of European countries based on the materials of the 2023 European Innovation Scoreboard report; – analysis of the knowledge-intensive potential of the regions of Ukraine in industry and in the service sector in war conditions according to statistical data of 2021-2022; – analysis of the effectiveness of innovations in the regions of Ukraine according to statistical data for 2016-2021. The evaluation of the knowledge-intensive potential and effectiveness of innovations in the regions of Ukraine at the final stage of research was carried out in the conditions of limited possibilities regarding the availability of statistical data.
