The author suggests that within each category of land and types of land use, land plots which are not granted to individuals or legal entities for ownership or use should be separately allocated as reserve land in accordance with Article 20 of the Land Code of Ukraine. Such a possibility should be provided for in the relevant classification for each category of land and type of land use.
