Each level has its own special focus and responsibility for ensuring overall stability and minimizing risks in the financial system. The potential advantages and problems of the proposed hybrid vertical approach to the regulation of the financial sector are analyzed. The study is aimed at describing the mechanism of effective regulation of the NBU financial sector in the transformation period according to this model, as well as the methodology of practical implementation and potential impact on the efficiency of functioning and stability of the financial sector. An analysis of the existence of linear and cause-and-effect relationships between financial sector indicators and the regulation of the National Bank of Ukraine was carried out, and further opportunities for research were identified. A study of the mechanism of the central bank's influence on the financial sector was carried out through the prism of the experience of various foreign central banks in regulating their financial sectors during crises, including: emergency measures to provide liquidity to the banking system or other sectors that need it to minimize systemic risks; new lending mechanisms (e.g. quick auctions); provision of extraordinary crediting powers of the Central Bank; close cooperation with other regulators; limited impact on the long-term inflation rate; measures to support the national currency.
