Purpose of work: Development of the city target program for the development of transport infrastructure and the implementation of modern transport policy on the basis of sustainable urban mobility for safe, high-quality and comfortable movement of residents and guests of Kyiv. Research methods – strategic analysis and planning (program-targeted), comparison and grouping, generalization. In the course of the study, the following was carried out: analysis of the regulatory framework for the development of transport in Ukraine; study and analysis of key issues in the the transport industry, in particular, taking into account the socio-economic challenges faced by the city with the full-scale invasion of the Russian Federation into Ukraine; the structure, purpose, priorities and tasks/activities of the Program are defined; the ways and means of implementing the Program are substantiated; a draft of the City Target Program for the Development of Transport Infrastructure of the City of Kyiv for 2024-2025 was formed, which includes a set of interrelated tasks and measures for 2024-2025 aimed at achieving the goals and objectives of the Kyiv Development Strategy until 2025 (in a new edition); a report on the strategic environmental assessment of the draft City Target Program for the Development of Transport Infrastructure of the City of Kyiv for 2024-2025 was formed. The novelty of the research work is the use of the program-target method in the formation of a citywide action plan for support functioning and development of transport infrastructure in the city of Kyiv.
