According to the results of calculations, it was found that in the existing sample of countries, no reference model of medical and social welfare of the population would show proven effectiveness under the influence of the coronavirus pandemic. Ukraine's national system shows the presence of certain reserves in the number of doctors and terms of the uniformity of income expenses for social protection. Still, other indicators in several analyses revealed weak points: financing health care expenses, expenses for financing physical culture and sports, country rating by level of medicine, etc. The transformation of cause-and-effect relationships between indicators of the socio-economic component of national development and medical indicators in the pre-pandemic period and the period that considers the pandemic is substantiated. It was identified that the number of such connections increased significantly during the coronavirus pandemic. It has been empirically proven that population behavior patterns have a statistically significant impact on the resilience of the healthcare sector of the national economy to the impact of the coronavirus pandemic. The parameters of building a medical and social security system for the population in a resilient to COVID-19 format have been determined. The best scenario of minimizing negative impacts can be achieved with a high supply of doctors and hospital beds.
