The main functions of object management are planning, accounting, analysis, control and regulation. The performance of management functions is entrusted to the management apparatus, which includes services and departments that perform separate functions: the planning department, the financial department, the sales, supply department, etc. A set of interconnected bodies that perform separate functions of adjusting the development of the multimodal transportation system and determine its organizational structure. The purpose of the research work is to develop conceptual provisions and practical recommendations for the formation of a national multimodal cargo transportation system in the conditions of modern crises and risks. The methods of research are modern mathematical methods and computer technologies that allow the decision-maker to solve loosely structured tasks, and those that require the processing of significant amounts of information to find reasonable solutions for ensuring the system of multimodal transportation in conditions of crises and risks. The composition of the basic theoretical principles and the practical toolkit of the system optimization of the processes of functioning and management of information systems made it possible to form a conceptual apparatus of the theory of the dependence of digitalization systems on the mechanisms of development of technical and technological formation of multimodal transport systems in conditions of crises and risks.
