Object of the study:The capacity of local communities to counteract crises and emergencies. Subject of the study:The theoretical and practical foundations for enhancing the capacity of local communities to respond to crises and emergencies. Purpose of the study: To conduct a comparative analysis of the regulatory frameworks in Poland and Ukraine at the local level, identify the main problems in counteracting crises and emergencies in local communities, and develop policy guidelines (Policy Paper) with proposals for reforming the crisis and emergency management system in Ukraine at the local level. Research methods: Scientific abstraction, analysis and synthesis, deduction, comparative and critical analysis (to compare crisis and emergency management systems and examine regulatory documents), observation (to study the work of civil protection services during training or real emergencies), and generalization. Statistical methods (incident frequency, consequences, response), graphical and tabular methods for visualizing research, and systematic and comprehensive approaches (to study crisis and emergency management systems at the local level) were employed, along with scenario modeling (to create crisis and emergency development scenarios and evaluate possible response options). The study examined the regulatory framework of the crisis and emergency management system in Ukraine with a focus on forming community resilience to crises.
