The purpose of the study is to provide proposals for the formation of an effective system for monitoring the S&T and innovative development of Ukraine, as well as proposals for draft legislation in the relevant areas. Research methods: comparative analysis, systematic generalisation, statistical and economic methods. The article examines the current developments of leading experts in the field of monitoring and evaluation of S&T and innovative development, who emphasise the risks of simplification in evaluation. Instead, it is emphasised that it is advisable to prepare quantitative narratives that can be the basis of annual scientific and analytical reports on the state of science and innovation in Ukraine. In the course of the implementation of the R&D, an international seminar ‘Monitoring of Scientific, Technical and Innovative Development of Ukraine’ was organised and held in a hybrid format, co-organised by the United Nations Economic Commission for Europe (UNECE) and the Ukrainian National Office of Intellectual Property and Innovation (UANIPIO), and a resolution on the results of the conference was prepared. Based on this, proposals were developed to form an effective system for monitoring Ukraine's scientific, technical and innovative development, which reflects the following components: science, input resources (human, financial, scientific and innovative infrastructure, digitalisation, governance); output (innovation activity, innovative cooperation), impact on the economy and employment, etc. The results of the work can be used by the Ministry of Education and Science, the Ministry of Economy, the State Statistics Service and other central executive bodies in the development and implementation of science, technology and innovation policy to improve its effectiveness, as well as to improve the monitoring system for science and innovation in line with best European practices.
