The purpose of the research is to substantiate the priority areas of development of agricultural and rural development based on smart specialization. Research methods are dialectical, abstract-logical, economic-statistical. Research is conducted using methodological approaches that are used in international practice, in particular, they must meet the requirements of ISO 17025; as well as in accordance with the methods of the NAAS of Ukraine, the NSC "Institute of Agrarian Economics" of the NAAS, the National Scientific Agricultural Library of the NAAS. Main results. Modern approaches to the selection of priority areas for the development of agro-industrial production in the EU countries in the context of European integration processes in Ukraine were studied. The economic potential of the agrarian sector of the Kyiv region was analyzed: socio-geographical position; natural resource, labor, production, financial, investment, scientific and innovative potential. Connections with other regions were identified, problems and prospects for development were identified. It was determined that biofuel production is one of the most promising areas for the development of alternative energy in Ukraine. Ways to ensure Ukraine's energy independence were considered. Priority areas for the restoration and development of agro-industrial production in the Kyiv region were substantiated on the basis of smart specialization. The tasks performed by the bioeconomy to ensure sustainable development were formulated. A line of innovations with bio-innovation potential was proposed, which were tested and recommended for implementation in agro-industrial production.
