Dialectical, systemic and structural methods were used in the study of the theoretical and methodological foundations of the state's financial policy. The method of scientific abstraction and idealization was applied in the development of a structural-functional model of the influence of fiscal and monetary policy on social development. With the help of comparative and factor methods, the experience of financial policy implementation in countries with developed and transformational economies at various stages of the economic cycle is systematized. The object of the study is the state financial policy in the system of ensuring economic development. The subject of the study is the theoretical and methodological foundations and institutional mechanisms of the formation and implementation of the state financial policy as an endogenous tool for regulating macroeconomic dynamics and social development.The scientific results characterizing the scientific novelty of the GDR are the following: the methodological foundations of the formation of state financial policy have been developed; a model of the influence of fiscal and monetary policy on social development is proposed; the experience of implementing financial policy in countries with developed and transformational economies at the stages of recession, post-stabilization recovery and sustainable economic development is systematized growth; the institutional features of budget policy in the conditions of socio-economic transformations and the COVID-19 pandemic are determined.
