The relevance of the work performed is determined by two main factors. The first is the significance of research into the problem of energy security (ES), which is determined by the key role of the fuel and energy complex (FEK) in the country's economy and the interaction of the FEK with the economic and social life of the country. The second factor is related to the need to create a new toolkit for research into the problem of energy security. Since energy security relates, first of all, to consumers, the composition and solution of the main problems should be determined locally. Today, several methods for assessing regional ES are known: the method of hierarchy analysis, fuzzy set theory and indicative analysis. However, only the last of the listed methods has received practical application. Numerous calculations carried out by this method revealed the following shortcomings:
– the proposed indicators describing the FEK are not universal and do not give a complete picture of the situation;
– the efficiency of production, transmission, distribution and consumption is not taken into account;
– the weighting factors used to assign the importance of indicators in the general assessment system are not universal;
– the impact of individual threats is assessed without taking into account their mutual influence;
– it is necessary to involve expert assessment at all stages of the analysis.
