This system is a key element of land policy, ensuring legal certainty of land parcels, their registration, regulation, and monitoring. The study aims to provide a theoretical framework and develop practical recommendations for improving the land cadastre system, particularly in the context of market-based land relations and emerging legislative frameworks. Special attention is given to institutional support for the circulation of agricultural lands and the optimization of land ownership and use in a market economy. The research employs comparative and statistical analysis methods to study the characteristics of land parcels, the availability of legal documentation, and the extent of cadastral registration. The abstract-logical method is used to formulate theoretical generalizations and conclusions. The land cadastre is not only a tool for rights registration but also a strategic instrument of state land policy, investment stability, and taxation. It contributes to the structuring of ownership relations, fosters investment in real estate and business, and supports economic development. The study outlines a five-level classification of cadastral system maturity. Particular emphasis is placed on the cadastre’s fiscal function, which enhances tax revenues. Improvement of the tax system necessitates a rethinking of the traditional concept of a "land plot" - not only as a surface portion but also as a volumetric space, including underground and above-ground elements. This leads to the need for a 3D cadastre model that incorporates spatial stratification and differentiated rights over vertical and horizontal land use. Urban development, modern construction technologies, and multifunctional real estate require new approaches to land resource management and greater cadastral oversight.
