The purpose of the research work is to improve regulatory regulation in the field of civil protection by developing mandatory requirements for engineering and technical measures of civil protection, which are implemented in the process of urban planning and construction. The result of the study is the development of a draft Amendment No. 1 to DBN V.1.2-4:2019 “Engineering and technical measures of civil protection”, in which the provisions of the current version of the norms are brought into line with the current requirements of the legislation in the field of civil protection of the population, the requirements for the design of engineering and technical measures are updated and updated, and a differentiated approach to taking into account the requirements of engineering and technical measures of civil protection is established depending on the level of urban planning documentation, type of facility and stage of construction. The application of the draft Amendment No. 1 to DBN will contribute to the formation of rational urban planning decisions regarding the implementation of ITZ CР, which will ensure an effective and guaranteed level of protection of the population, critical infrastructure facilities and territories in the event of emergencies in peacetime and in special periods.
