The aim is to identify, monitor, and theoretically substantiate transformational changes in the higher education system caused by the COVID-19 pandemic and wartime challenges, with the goal of optimizing the pedagogical and organizational framework under conditions of uncertainty. The research employed expert interviews, questionnaires, comparative and content analysis, case studies, and SWOT analysis of educational transformations. A digital platform was used for collecting empirical data. The project was implemented in cooperation with academic partners from Sweden, Poland, Lithuania, and Portugal. Significant theoretical and practical results were obtained: the main vectors of university education development in crisis conditions were outlined; two final surveys were developed; a series of training sessions on educational adaptation were held; international and inter-institutional agreements were signed; academic mobility for students and faculty was established. The novelty lies in the integrated approach to analyzing the dual impact of the pandemic and war on the higher education system, incorporating both international practices and national realities. The degree of implementation is high: project results are presented in a scientific-methodological manual, international conferences, professional publications, and indexed journals; findings are used in the strategic planning of educational institutions.
