Research methods: dialectical, analysis and synthesis, classification, formal logic, functional, comparative law, historical, analytical, descriptive. Purpose of the work: to identify problems of implementing EU requirements in the areas of decent work, employment, social protection, inclusion, gender equality and non-discrimination and to substantiate ways of solving them. Results and their novelty: the transition to a comprehensive social and legal understanding of the right to work is established; employment is identified as the key mechanism for implementing this right and the incompatibility of deregulation with EU standards is justified; the connection between the labor market and education and the need to implement European recognition of qualifications is substantiated; a competency-based education model is proposed; a risk-oriented occupational safety system is formed; discrepancies between the family-legal and social status of persons with family responsibilities are identified. Recommendations: use in further research on employment and employment, teaching legal disciplines, reforming labor legislation and law enforcement. Significance of the work: deepens the understanding of transformations in the field of labor, contributes to the implementation of European standards, strengthening equality, forms the doctrinal basis of European integration and supports European social identity. Conclusions: it is necessary to continue the analysis of the transformation of legal regulation of employment and social policy, taking into account gender equality and equal opportunities.
