Four pools were constructed, and equipment for periodic artificial lighting of plants was installed. From four purchased water hyacinth plants, 30 mature plants were obtained and used for multiplication and research under indoor conditions with artificial lighting. A new form of water hyacinth adapted to growth, development, and reproduction under artificial lighting was obtained. Thresholds of chemical load on water hyacinth plants were determined using digestate (fugate) and laundry detergent at different dosages. Experimental batches of solid and liquid humates were obtained for use in laboratory and field experiments. Laboratory experiments were conducted to determine the biological activity of new growth regulators of humic nature (liquid humates—fugates) and solid humates (sludge) on tomato, soybean, rye, and wheat plants, and the growth-regulating activity of the newly obtained humic biostimulants was proven. A method for cultivating water hyacinth in pools under indoor conditions was developed, including temperature regimes, periodicity, and light intensity for vegetative and seed reproduction of water hyacinth. It was established that the growth and reproduction rates of water hyacinth are significantly lower in pools under indoor conditions than in open water bodies, where the number of plants doubles within one week. Under indoor conditions, plant doubling occurred after two weeks or more, with both large and small plants reproducing at the same rate. At a stable temperature regime of 26–27 °C and illumination of 4–5 klx with a photoperiod of 14 hours, the plant reproduction coefficient was 2.0–2.5. It was determined that water hyacinth is characterized by a dormancy state during which plants neither grow nor reproduce. The dormancy period lasts from two to three weeks.
