Purpose: To develop comprehensive mechanisms for strengthening regional food security in the post-war period through optimized production and economic stability. Scientific Results: Scientific Results: The study improves methodological approaches to post-war vegetable production efficiency by modeling regional consumption balances for food security. Military aggression in 2022 caused a 24.4% vegetable deficit, though relocation to western and central Ukraine stabilized the 2025 harvest at 8.06 million tons. Over a decade, costs rose 3.1 times while profitability dropped from 45% to 8%. The cost structure shifted as material expenses reached 51.8%, while labor halved to 15.1%, cutting net income to 8.3%. Market inefficiency is worsened by intermediaries capturing over 55% of income. To stabilize the industry, a minimum producer price based on standard costs for "borscht set" crops is proposed across three levels: Basic (no irrigation/fertilizers), Traditional (overhead irrigation), and Intensive (drip irrigation/fertigation). Intensive technologies are proven critical for recovery. For table beets, intensification reduces unit costs from 3.9 to 3.5 UAH/kg, increasing per-hectare profit fivefold. Profit growth for other crops: tomatoes (7.8x), carrots (4.6x), onions (3.9x), potatoes (3.1x), and cabbage (2.9x). While raising per-hectare spending, intensification lowers costs per unit of production, ensuring significant profit growth and economic sustainability.
