Today, the world leaders are the countries that have learned to effectively use human capital, to provide opportunities for the realization of the potential of citizens. The purpose of the scientific work is the formation of a system of indicators and criteria for evaluating human capital, analyzing ways to increase the efficiency of its use precisely in the conditions of the digital economy, which requires an understanding of the new the role of human capital, the impact of its growth on the development and enrichment of Ukraine. The state of human capital today undergoes constant changes, which can become critical for the further development of the country. It is impossible to quantify the changes – the human losses associated with war. Living in the conditions of war and post-war reconstruction of the country requires the development of a new social policy at all management levels, taking into account many factors: the change in the structure of the economic sector, the need to train new competencies of persons who have lost their jobs, the psychological adaptation of internally displaced persons, the creation of conditions for the return of highly qualified workers, who emigrated during a full-scale invasion, socialization of defenders, volunteers with PTSD, reform of state institutions that ensure quality formation of human capital, etc. The solution to these problems should be based on modern achievements of the IT industry with the simultaneous replacement of the technocratic paradigm with a humanocratic one. Therefore, the scientific work envisages the development of a mechanism for the implementation of human-centered approaches in management, both at the macroeconomic and microeconomic levels. popup.description2 The research was aimed at studying the processes of formation and development of human capital under the conditions of digitalization, analysing challenges and opportunities, as well as developing recommendations for state policy, business, and educational institutions. Human capital is defined as a set of knowledge, skills, competencies, health, and motivational characteristics that ensure labor productivity and innovativeness. The digitalization of the economy is considered as the process of integrating digital technologies into all spheres of production, management, and communication. The research methodology included statistical data analysis, comparison of international experience, and scenario modeling of development. It was revealed that digitalization changes the modern worker profile: alongside traditional professional skills, digital competencies acquire key importance. It has been proven that investments in the development of human capital through digital technologies contribute to increased labor productivity and business innovativeness. Problems of digital inequality, the risk of job losses due to automation, and the need to adapt the social protection system were identified. The growth of human capital in the context of digitalization has civilizational significance: it determines the ability of society to integrate into the global knowledge space. It has been confirmed that the digitalization of the economy is a powerful catalyst for the development of human capital. The growth of human capital under digitalization is a strategic task that defines the future of economic development and Ukraine’s integration into the global knowledge space. The applied value of the research results lies in recommendations for developing strategies for the formation of digital competencies at all educational levels and for implementing a culture of lifelong learning as a mechanism for realizing human-centered approaches in management at both macro and micro levels.
