This reflects the understanding that any successful transformation of public administration depends, first of all, on the quality of human resources and their development. Economic potential is developed through four complementary aspects: mechanisms of state financial equalization to ensure equal access to services, financial and economic justification of the development of territorial entities, digital transformation of the budget system and the formation of a national innovation system of the economy. Such diversification ensures the coverage of both horizontal (between territories) and vertical (state financing) aspects of economic development, as well as its modernization through digitalization. Social potential is considered from three perspectives: the formation of a positive image of territorial communities in the context of post-war reconstruction, sustainable development of critical infrastructure (water supply and sanitation), and social work management. This demonstrates the understanding that social development includes both soft factors (image, social inclusion) and hard infrastructure (municipal services). Political and managerial potential is presented by research on the theory of organizations in the context of the formation of modern mechanisms of public administration and the role of internal economic control in management, which provides a methodological basis and tools for implementing changes.
