The necessity of transitioning from outdated linear management models to the paradigm of "military sustainable development" has been conceptually substantiated. It has been established that the integration of security aspects with the UN Sustainable Development Goals is critical for enhancing state resilience. A direct link between the population's level of hope and societal resilience has been empirically confirmed (b = 0.514). 2. A hybrid model of interagency coordination has been developed, combining the principles of centralization in conflict conditions and decentralization at the recovery stage. Systemic vulnerabilities in the regulatory framework for information exchange and cybersecurity of state registers have been identified. Legal conflicts in the regulation of the virtual assets market have been identified as a threat to national security. 3. Specific mechanisms for improving public administration have been proposed, including a three-level methodology for assessing recovery and standardized protocols for civil-military cooperation. The necessity of implementing European standards of financial transparency and integrating AI methods into anti-corruption policy has been substantiated. It is recommended to include psychosocial indicators in the national security monitoring system. Practical significance of the obtained results. A webinar titled "Legal Synergy as the Foundation of National Resilience" was conducted, which facilitated the discussion of key findings with experts from the law enforcement system, scholars, and students. Certain developments have been integrated into the teaching of the discipline "International Cooperation in Law Enforcement" for the educational program "Law Enforcement Activity."
