Bondarenko, Доктор юридичних наук Registration Date 20-01-2026 Organization Sumy State University popup.description1 The goal is the formation of a scientifically and practically justified model of combating corruption as a threat to the financial, economic and national security of the state, in the conditions of martial law and post-war reconstruction, based on the synthesis of research results and the development of proposals for amendments to the current legislation regulating social relations in this area popup.description2 During the implementation of the project, new scientific results were obtained: 1. The growing role of civil society institutions in the system of anti-corruption oversight under martial law was established, particularly as traditional state mechanisms face limitations due to the reallocation of resources to defence needs and staff shortages within oversight bodies. 2. Specific corruption risks in strategic sectors of national security – defence, law enforcement, the judiciary, and infrastructure recovery – were identified. These findings highlight the need for specialised control mechanisms that ensure a balance between transparency and the protection of restricted information during martial law. 3.The transformation of corruption schemes in the healthcare and education sectors under martial law was demonstrated, including new forms of corruption related to the distribution of humanitarian aid, remote learning processes, and manipulation of internally displaced person (IDP) status. 4. Best practices of anti-corruption mechanisms from EU Member States, Canada, the USA, Singapore, Rwanda, and Georgia were synthesised. Models deemed suitable for implementation in Ukraine were identified, including independent anti-corruption bodies, automated systems for monitoring conflicts of interest, and enhanced whistleblower protection mechanisms, assessed in terms of their compatibility with Ukraine’s legal environment and constitutional principles.
