On this basis, structural disproportions have been identified and a cluster-based development model has been substantiated, including such organizational forms as aquatechnoparks, research and innovation aquaculture centers, producer support service centers, circular-type integration clusters, and logistics and trade hubs. The principles of maritime spatial planning for the formation of an environmentally safe aquatic food system of Ukraine have been further developed through the generalization of global experience in integrated coastal zone management. This made it possible to substantiate a model for reconciling the interests of users, improve the distribution of powers among institutions, and develop a roadmap for the creation of mariculture zones in the Black Sea. The concept of using public procurement of aquaculture products as an instrument of state policy to form domestic demand and support the recovery of the fisheries sector has been further developed. Based on the analysis of Prozorro data, market dysfunctions were identified and the integration of environmental requirements was substantiated through the adaptation of EU Green Public Procurement approaches. The concept of an aquatic food holding company was proposed as an instrument of institutional and economic regulation, along with a post-liberal model in which the state initiates the creation of non-state development institutions, including specialized investment banks, to ensure vertical integration and diversification of production. Organizational and economic forms for consolidating scientific potential were further developed by substantiating a model of research consortia, and the concept of the Blue Economy National Node of the Ukrainian Black Sea Region - UKRMARI was proposed.
