According to the results of scientific research, the following will be obtained: methodological foundations and a new scientific approach to the formation of scientific and technical policy, the implementation of new, spatial forms of its organization, revitalization of innovation and investment activity; new conceptual approaches to the study of problems of spatial organization of innovative development of territorial socio-economic systems. popup.description2 The research work is devoted to the urgent need to find ways to increase the efficiency of the institute of science in the conditions of the Ukrainian present, to develop scientifically-based proposals for improving the system of management of the scientific and technological sphere of the country and to determine the nature of the influence of the scientific component on the dynamics of innovation processes. In the process of its implementation, the efforts of the author's team were aimed at solving a pressing scientific problem - accelerated scientific and technical and innovative development of national and regional economic systems based on the implementation of scientific and technical policy at the national and regional levels, active involvement of intellectual resources in the markets of productive capital, development of new forms and methods of organizing scientific and technical activity, increasing its efficiency and system of organization and management. Scientifically-based directions for strengthening the role of state scientific and technical policy are proposed, which include changing the system of state management of the sphere of research and development, introducing a system of competitive financing of R&D, expanding the autonomy of scientific institutions and deregulation of scientific activity. The object of the study is the scientific and technological sphere and the processes of mutually coordinated development and implementation of scientific and technical policy, the degree of influence of the scientific component on the nature and dynamics of innovation processes. The results of scientific research on the topic are reflected in a monograph and 12 scientific publications, covered at scientific and practical conferences.
