The system is aimed at improving the quality of management decisions under conditions of limited resources and an unstable market environment. A methodological approach to the integrated assessment of sector development has been formed, combining resource and production indicators, land and feed use, cost and economic performance, productivity, financial results, and forecasting components in a dynamic framework. Based on the analysis of performance indicators of dairy agricultural enterprises for 2023-2024, a diagnostic assessment of the level of development intensity, changes in production and financial results, and efficiency of resource use was conducted. Key factors influencing gross milk production and economic outcomes were identified, and a system of evaluation criteria was developed to provide a multi-level assessment of enterprise performance and support forecasting of future development. Testing of the proposed system confirmed its practical value for analytical justification of efficiency improvement measures in dairy farming, assessment of herd expansion potential, and planning of breeding-related activities in pedigree dairy enterprises. The research results are summarized in the recommendations titled “Comprehensive System for Assessing the Development of Dairy Cattle Breeding in Agricultural Enterprises,” which provide a scientific and methodological basis for planning and managing sector development at the enterprise level.
