The pandemic has led to the closure of many businesses, the war in Ukraine is leading to an entire economy of resources, global redistribution of labour and financial resources. There is enough methodological material for decision-making in conditions of uncertainty, in conditions of risk; however, new regularities appear that determine the decision-making conditions in the least studied conditions: conditions of conflict, which must be studied. The consequences of the COVID-19 pandemic have begun, and the war is finally destroying the Ukrainian labour market. Fighting continues; centres of industry, medicine, and education where 10 million workers were employed have already been destroyed. At least 5 million people lost their jobs, and hundreds of workers died in the fighting. As a result of the hostilities, about 7 million people have already left the country, most of whom may not return after the war ends, as well as the capital they took away and the potential jobs that could have been created. Neglect of even preventive migration and recovery risk management tools negatively affects national security, life and well-being; therefore, the project is dedicated to the development of a risk management mechanism of qualified personnel that takes into account the impact of war, digitalization and smartization, namely on the principles of synergy, reasonable sufficiency, conservation, circular economy, lean production and science.
