As part of the project, a comprehensive analysis of international experience with open science policies from leading countries was conducted, and the readiness of Ukrainian scientific institutions to implement them was assessed. Key achievements include the establishment of an Open Science Center based at the State Scientific and Technical Library of Ukraine as a coordination platform for implementing national open science policy. A methodology for monitoring the effectiveness of implementing FAIR principles and an action plan for promoting open science for 2025-2026 were developed. Content analysis results showed that nearly half of Ukrainian higher education institutions have their own publication repositories, but only 12% have approved open access policies. A sociological survey (702 questionnaires) was conducted to identify barriers and motivators for implementing open science. The results demonstrated a fairly high level of open access publication of scientific works by Ukrainian researchers (86%), but a significantly lower level of research data sharing (34%). Respondents identified the following barriers: lack of technical knowledge (28%), uncertainty about legal aspects (28%), concerns about plagiarism (24%), lack of infrastructure (23%). Only 19% of respondents checked their own data for compliance with FAIR principles, and 27% have a research data management plan. Half of the institutions where respondents work have an open science policy, but its practical implementation is limited. Respondents consider information support, consultations, and training on research data management (27%) to be most needed. The research confirmed the necessity of a systematic approach to building open science infrastructure in Ukraine, strengthening institutional support, forming effective policy, and increasing researcher awareness.
