The current state of the national innovation system and the role of key stakeholders in the development of the innovation environment have been analyzed. Particular attention has been paid to the impact of digitalization, startup ecosystems, international cooperation, and institutional support on the activation of innovative activity. The main problems and limitations of the development of innovative ecosystems in Ukraine have been identified, and directions for overcoming them have been proposed with the aim of forming a sustainable, open, and competitive innovative development model. The results of the study can be used to develop and adjust state innovation policy, regional development strategies, startup support programs, science and technology parks, industrial and creative clusters, as well as in the process of forming tools for the post-war recovery of Ukraine's economy on an innovation basis.
