The study is devoted to a comprehensive understanding of the system of Ukrainian legislation as a dynamic legal phenomenon undergoing transformation under new approaches to law-making established by the Law of Ukraine “On Law-Making Activity.” Particular attention is paid to issues of European integration, implementation of EU law, planning of legislative activity, systematization, and forecasting of the development of national legislation. The aim of the project is to develop an effective mechanism for implementing the provisions of the above-mentioned Law in terms of scientific support for law-making and systematic forecasting of the development of Ukrainian legislation. The structure and algorithm for preparing the Scientific Concept for the Development of Ukrainian Legislation have been substantiated, and priority areas of legal regulation have been identified, taking into account the European integration course, the need to ensure national security, the protection of human rights, and post-war recovery. The methodological framework includes dialectical, systemic-structural, comparative, formal-logical, and prognostic methods, which enabled a comprehensive analysis of trends in the development of civil legislation and legislation on science and scientific and technological activities. Scientific approaches to improving civil, civil procedural, and related branches of law have been developed. The socio-economic significance of the results lies in improving the quality of law-making, strengthening the rule of law, and adapting Ukrainian legislation to EU standards.
