The presented report contains a comprehensive analysis of international experience and domestic practices of involving volunteers in the civil protection system, justifying the need to transition from outdated analog methods to digital controlled response. Against the background of the challenges caused by armed aggression and the destruction of critical infrastructure, there is a need to implement an innovative software and hardware complex "I am a Volunteer". The system is developed as a Mission Critical solution based on microservice architecture (Java/Spring Boot technology stack, PostgreSQL DBMS), ensuring high availability (SLA 99.9%) and security (TLS 1.3). The key functionality of the system implements the concept of "uber-like" response: automatic algorithmic search for the nearest qualified volunteer regardless of his formal affiliation to the unit. The system provides two-factor verification of volunteers, hybrid notification (Push with Critical Alerts and automatic voice call), dynamic routing taking into account traffic jams and Real-time monitoring on an interactive map for the dispatcher. The implementation of "I am a Volunteer" minimizes the impact of the human factor, significantly reduces the arrival time of first responders and provides logistical transparency, transferring the volunteer movement in Ukraine to the plane of a managed and institutionally integrated digital ecosystem.
