The purpose of the research work is to promote the functioning of the social entrepreneurship ecosystem in Kyiv and to involve social business in solving local social problems of the community in an innovative way. In the process of carrying out the work, methods of analysis and generalization of scientific sources, systemic and structural-functional approaches, comparative analysis, as well as analysis of regulatory and program documents in the field of social entrepreneurship and related areas of state policy were used. As a result of the work, theoretical and methodological approaches to determining the innovative capacity of social entrepreneurship were generalized, the state and features of the development of social innovations were analyzed, and key barriers and incentives for the innovative activity of social enterprises were identified. The role of individual state policy instruments, in particular tax ones, as a component of the conditions for the functioning and development of social enterprises was considered. The conclusions summarize the results of the study of the innovative capacity of social entrepreneurship and outline the directions of its strengthening within the current institutional environment. The novelty of the work lies in the systematization of the factors of formation of the innovative capacity of social entrepreneurship and substantiation of the directions of its strengthening taking into account the existing institutional environment. The socio-economic effectiveness of the work lies in creating the prerequisites for increasing the innovative activity of social enterprises, expanding their contribution to solving socially significant problems and strengthening the social effect of their activities.
