The new device was installed into spectrograph. In the result we have obtained the overall time S-burst storm dynamic spectra as well as fine structured, highest sensitivity dynamic spectra of S-bursts in the 10-3- MHz continuous frequency range. The scattering problem is solved for a plane electromagnetic wave incident obliquely on a doubly-periodic magnitodielectric layer bounded by two homogeneous media. Universal codes of finding of scattering signatures are worked up. Based on such "one-mode" approximation we derive simple expressions for the propagation constsnts and fields in all the regions. The new technique of excitation and radiation control in the phased array antenna from the unclosed ends of rectangular wave guides with the help of a surface wave of a planar dielectric wave guide is offered.
