The objective is to perfect this technique. The method used here determines the feasibility of monitoring the effective dose to population regulated by the NRBU097. A simple approach is worked out. It allows us to improve the Monitoring Regulations using the methods of statistical estimation of apriori data on releases and meteorology. This approach is used to formulate requirements for the list of and accuracy of measurement of the parameters determining how the annual average dose to population due to radioactive discharges is formed. Moreover ,the Monitoring Regulations and Annual Reports of the NPPs are analyzed for the possibility of determining individual doses and the conclusion that the monitoring scope should be scientifically substantiated is drawn.
