It is a development of ideas of pedagogical management of learning, content selection, goals, organization of teaching process in general and of teaching foreign languages in particular in the aspect of use and formation of communicative methods and means in management of education. The subject of the research is 1) functioning of communicative methods and means as an instrument of teaching, communication in an educational institution, 2) development of communicative competence - one of the main teaching goals. As results of the research the theoretic-methodological basis of the problems of interpretation in the act of communication is covered, the necessity to implement the approach of country study in teaching foreign languages is grounded, methodical means and principles of developing skills of practical use of background knowledge in cross-cultural communication are indicated, linguistic and extra-linguistic cultural differences and inadequate use of English language in an international communication are examined, the analysis of functioning of communicative units in dialogue on the level teacher-student is made, the methods and means of forming a communicative potential for effective business contacts are proposed, potentialities of use of sayings as figurative-emotional expressive means are exposed.
