Object of research is to work out principal regulations of the new technique for assessment of engineering conditions of buildings and structures. At implementation of work new deformation charts of buildings in a state of maximum equilibrium at the fixed deformation influencing from the side of the undermined basis are developed; equations for the calculation indexes of total and concentrated deformations of the undermined buildings are got; the legitimate values of the generalized possible criteria of the technical state of buildings and buildings exploited in the complicated mining-geological conditions of moving of earthly surface and flooding are chosen and proved; equations of interrelation of calculation indexes of total and concentrated deformations with the generalized deformation criteria of the technical state are got; the numeral values of normative deformation resource of dwellings and public buildings, industrial buildings and underground steel pipelines on the undermined territories are determined.
