The purpose of work is an estimation of theoretical approaches, state, method and practice of organization of budgetary process, determination of basic directions of improvement of budgetary process on every his stage in all links of the budgetary system in the conditions of democratic and economic transformations. For achieving the purpose of scientific research processing of such jobs was foreseen: to consider conceptual approaches of domestic scientists to opening of essence and maintenance of budgetary process, his tasks, signs, principles and organization; to generalize legislative and normative basis of organization of budgetary process in Ukraine; learn experience of foreign countries in relation to organization of budgetary process, to define his positive and problems aspects which it is expedient to take into account in Ukraine; to analyse theoretical, methodological and practical principles of forming of fiscal policy of the state and budgetary planning and prognostication. Research methods: dialectical method of cognition, methods of logical argumentation, comparison and generalization. The practical value of research results consists in because the developed scientifically methodological and practical recommendations of improvement of fiscal policy and budgetary planning will be used in activity of public, state administration and local self-government authorities.
