Electro-physical properties of annealed carbon are investigated, it is shown that an optimal temperature of annealing at which high capacity characteristics and good electric conductivity are kept is 1060-1140 C. The value of conductivity are stable at the argon pressure change in the investigated interval. It is shown that the determining mechanism of impulsive laser radiation influence on PCM is thermal. It is found that a laser irradiation is initiator of the PCM fractal structure compression due to association of superficial carboxyl groups and chains with polyconjugation bonds. It is discovered that effect of "sewing" together of superficial carboxyl groups substantially decreases the mobility of related to the functional groups metals atoms and stops its washing by an electrolyte at EC cycling and increases their coulomb efficiency and specific capacity. Laser irradiation decreases the sizes of superficial cluster formations of the intercalated metal which results in deblocking of PCM surface and gives the possibility of material electronic structure management by intercalation of greater amount of metal.
