It is assumed that elastic foundation inhibits to normal displacement of a shell (on Vincler) and rotation of its middle surface around of circular coordinate line (model Pasternak) also. The methods are based on the classic theory of shells and rods, system of equations is obtained using the energy method. To solve the motion equations it is used the method of expansion of solution on the natural vibration modes. Using the developed methods it was carried out the investigation of stress-strained state of cylindrical shell reinforced by longitudinal ribs under action of steady and increased in time impulse loading. It was compared the shell displacements and bending moments obtained with account of elastic foundation and without it.
