The gamma-spectra of 238U fission fragments were obtained. The theoretical analysis of the literary data was done. A new method has been suggested for the studying both isomeric ratios and average angular moments of heavy nuclides fission fragments. This method based on the activation method and corrects calculation of irradiation time, the pause time between the finish of irradiation time and the start of the measurement time, measurement time and half-lives of the mother nuclei. A phenomenological description of the fission fragment mass and charge distributions has been developed that also accounts for the quantum-mechanical transmission of a real fission barrier. This phenomenological method gives a qualitatively new approach to the systematization of experimental data, and the modeling of changes in the mass and charge fission fragment distributions; the structure of a double humped fission barrier and dependence on the characteristics of a fissioning nucleus can also be studied.
