The comparative analysis of statistical data of individual countries and Ukraine revealed major problems of development in this sector of Economics. These problems are based on inefficient strategy of small enterprises development, chosen by the government, which has the deformed vision of its role in the financial and economic processes of the regions. There are primary and secondary measures at the state level and territories of transformation of the existing mechanism of functioning of small enterprises that promote to build the strong fiscally stable market space of the regions.
