Виявлено, що в сучасних умовах розбалансування державних фінансів та з урахуванням наслідків недосконалої системи регулювання державним боргом посилюється вплив останнього на стан та структуру фінансової системи досліджуваних країн. Запропоновано напрями удосконалення державної боргової політики України в контексті узгодженості з державною бюджетною та валютною політикою. General tendency towards the debt market state deterioration both within the European Union and in the countries which in tend to integrate into it which is being kept relevant for the reasons of an inefficiency of financial system regulation, macroeconomic imbalances presence, proves that the practice of external public debt formation in the specified countries is characterized by the use of state credit as a tool to increase government expenditure without the use of additional methods of public revenues mobilization by the governments, that creates a risk of further deterioration of public finances condition. Based on the selected features, the place change characteristics, the role of external public debt in Ukraine’s financial system during its formation and functioning evolution the presence of negative influence on the state budget condition, the lack of practical use of operations to form and to extinguish external government loans, as an instrument of financial policy, the loss of opportunities of peculiarities of external public debt formation in Ukraine’s financial system for harmonizing of payment balance structure, exchange rate management, the reducing of debt load on public finances have been revealed.
