У статті розглянуто індекс прозорості монетарної політики, який включає політичні, економічні, процедурні та організаційні аспекти діяльності центрального банку. Він ґрунтується на детальному аналізі фактичного розкриття інформації. Central banks used to be known for their secrecy, leaving people to guess their intentions. But nowadays most central banks announce their objectives with quantitative targets and publish numerical macroeconomic forecasts. They have also become much more open about their policy decisions and several ones even give explicit guidance about upcoming policy moves. Transparency has become a key feature of monetary policymaking and central banks consider it very important. Ukrainian scientists paid not enough attention to the problems of measuring the level of monetary policy transparency. The purpose of the paper is to analyze methods of measuring the level of monetary policy transparency in central banks. There are four main approaches to calculation of the monetary policy transparency index. This paper considers a transparency index of monetary policy that comprises the political, economic, procedural, policy and operational aspects of central banking. It is based on a detailed analysis of actual information disclosure. We have estimated the level of transparency of the National bank of Ukraine using the Eijffinger & Geraats (2006) methodology, extended by three additional indicators. Directions for further usage of transparency indices were analyzed. These indices can be used not only for the detailed analysis of the strengths and weaknesses in communication policy of central banks, but also for the fundamental macroeconomic researches.
