Сухомлинського The article describes the preconditions and peculiarities of decision making by market participants regarding to cluster formation. The nature of the formation of cluster initiatives is highlighted and an algorithm for forming a cluster in the economic system of the region is presented. The positive and negative interests of cluster formation in the context of groups of participants in economic relations are also substantiated in the article. The reaction of the economic system of the region to powerful transformational changes under conditions of active cluster formation is described.
