Головна мета яку переслідують можновладці - це заміна тотального контролю за територіальними громадами з боку місцевих державних адміністрацій на ефективний державний нагляд за законністю та конституційністю рішень органів місцевого самоврядування. А відбутися це має шляхом ліквідації останніх та створення більш ефективного та максимально оптимізованого органу – інституту префекта. Ця реформа передбачає фактичну заміну голів місцевих державних адміністрацій на префектів з їх одночасною функціональною переорієнтацією. One of the latest government initiatives is the introduction of the institution of a prefect in Ukraine. The main goal pursued by the authorities is to replace total control over territorial communities by local state administrations with effective state supervision over the legality and constitutionality of decisions of local self-government bodies. And this should happen by eliminating the latter and creating a more efficient and optimized body - the institution of the prefect.
