The crisis situation in the country's trade sector required the government of Hetman P. Skoropadsky to identify the maximum energy for restoring economic potential. The development of the legal foundations of the state's economic policy was in a state of formation. The main source of law was the regulatory acts, which were adopted in short terms. The policy of monopolization needed careful attention and care in its implementation.
