Одночасно з персональними призначеннями практикувався набір комсомольців, кандидатів і членів ВКП(б) на роботу в підрозділи держбезпеки, де вони в різних формах набували вмінь і навичок оперативної роботи. The complex organizational measures of the leadership of the state and the republic made it possible to form an effective state security apparatus, which fully obeyed the party leadership and became in its hands a reliable political tool for the realization of terror, socio-economic and political unification of Ukraine in the interwar period. The party kept under close scrutiny personnel of state security agencies.
