У той же час право виступає, з одного боку, як об'єкт реформи (від досконалості права, його ефективності, конструктивності) залежить від ефективності реформ. З іншого боку, право є фактором, засобом реформування суспільних відносин та відображенням досягнутих результатів, а також їх нормалізації та відповідної консолідації. Таким чином, закон повинен відображати сьогодні виклики часу та вимоги громадянського суспільства, а головне - реалізувати ті зміни, які потребують як громадянського суспільства, так і пересічної людини. Considering the processes of reform, reforming transformational changes, due consideration should be given to such a phenomenon of social reality as law. At the same time, the right acts, on the one hand, as the object of reform (on the perfection of law, its effectiveness, constructive) depends on the effectiveness of reforms.
