Суспільство і держава відповідальні перед сучасним і майбутніми поколіннями за рівень здоров’я і збереження генофонду народу України, забезпечують пріоритетність охорони здоров’я в діяльності держави, поліпшення умов праці, навчання, побуту і відпочинку населення, розв'язання екологічних проблем, вдосконалення медичної допомоги і запровадження здорового способу життя. Виходячи з цього, за державою закріплюється відповідальність за здоров’я громадян України, проте коштів державного та місцевого бюджетів не достатньо для фінансування охорони здоров’я. Тому за такої ситуації набуває актуальності питання медичного страхування в Україні. Every person has a natural, inalienable and inviolable right to health care. Society and the state are responsible to present and future generations for the level of health and preservation of the gene pool of the people of Ukraine, ensure the priority of health care in the activities of the state, improvement of working conditions, education, living and recreation of the population, solving environmental problems, improving medical care and introduction of a healthy lifestyle. Based on this, the state is fixed responsibility for the health of the citizens of Ukraine, but the state and local budgets are not enough to finance health care.
