Запоріжжя) Description Екологічні проблеми, з якими стикається кожна країна світу без виключення, посилюють тиск на уряди з метою пошуку способів зменшити екологічну шкоду чи мінімізувати її з метою економічного зростання. Ресурсні платежі мають багато важливих переваг, таких як екологічна ефективність, економічна ефективність, можливість отримання державних доходів та прозорість. Крім того, ресурсні платежі, у розрізі окремих їх видів, успішно використовуються для вирішення широкого кола питань, включаючи утилізацію відходів, забруднення води, викиди в атмосферу та рентні платежі для відновлення земельних ресурсів. Незалежно від сфери політики, розробка вдосконалень ресурсних платежів та міркування політичної економії при їх реалізації є вирішальними чинниками загального успіху. Саме тому актуальним питанням є аналіз теоретичної бази ресурсних платежів, дослідження генезису поняття, та визначення особливостей ресурсних платежів у розрізі їх видів. Экологические проблемы, с которыми сталкивается каждая страна мира без исключения, усиливают давление на правительства с целью поиска способов уменьшить экологический ущерб или минимизировать ее с целью экономического роста. Ресурсные платежи имеют много важных преимуществ, таких как экологическая эффективность, экономическая эффективность, возможность получения государственных доходов и прозрачность. Кроме того, ресурсные платежи, в разрезе отдельных их видов, успешно используются для решения широкого круга вопросов, включая утилизацию отходов, загрязнение воды, выбросы в атмосферу и рентные платежи для восстановления земельных ресурсов. Независимо от сферы политики, разработка усовершенствований ресурсных платежей и соображения политической экономии при их реализации являются решающими факторами общего успеха. Именно поэтому актуальным вопросом является анализ теоретической базы ресурсных платежей, исследования генезиса понятия, и определение особенностей ресурсных платежей в разрезе их видов. The environmental challenges facing every country in the world, without exception, are stepping up pressure on governments to find ways to reduce or minimize environmental damage for economic growth. Governments have a range of tools at their disposal, including regulations, information programs, innovation policies, resource taxes and fees. Taxes and fees, in particular, are a key part of this toolkit. A generalized analysis of resource payments in terms of environmental taxes and rents showed that rent payments serve to ensure the conservation and restoration of land resources, and environmental taxes help reduce emissions of pollutants into the environment. Resource payments have many important benefits, such as environmental efficiency, cost-effectiveness, public revenue opportunities, and transparency. In addition, resource payments, by type, have been used successfully to address a wide range of issues, including waste disposal, water pollution, air emissions, and rent payments for land reclamation. Regardless of the policy area, the development of resource payment improvements and the considerations of political economy in their implementation are crucial factors for overall success. That is why the topical issue is the analysis of the theoretical basis of resource payments, the study of the genesis of the concept, and determining the features of resource payments in terms of their types. As well as who pays them and who causes them to maximize economic well-being when developing an effective environmental policy of the state. After all, with the efficient functioning of resource payments, the state cares not only about the well-being of direct market participants, but also about the well-being of those who have suffered from the negative consequences of environmental damage. By doing so, resource payments bring the distribution of resources closer to the social optimum. Resource payments in Ukraine should be used not only as a source of revenue, but also as an important tool for financial and economic regulation of nature and environmental protection, in order to finance environmental measures. popup.nrat_date 2025-05-12 Close
